Many assumed it was an abuse of power from the start. Trump has a lot of support in that region especially amongst law enforcement so they certainly could have acted independently.
It's only an anecdote but I have a friend who just joined LE as a career. He is psyched because he has always wanted to be a LEO but the Trump worship is something he has related as what sounded like a concerning aspect. Also, detectives have a lot of independence so it wouldn't be that odd for it to not be a "conspiracy".

FWIW going from the article, none of the e-mails gave any real indication of an outside directive - most of the e-mails are the relevant officer e-mailing stuff to themselves about Stormy in advance of arrival. Unfortunately I wouldn't be shocked if some Trump-adjacent thug called local police to get this started, but the most likely explanation is that this was an overzealous cop coming at this from a Fox News / Trump devotee perspective, wanting to take down some slut who is defaming the President of the United States. Avenatti is now representing three more women are claiming that Trump/Cohen paid them to keep quiet about affairs.
Michael Avenatti, the attorney who represents porn star Stormy Daniels, said Thursday that he is representing three other women who claim they were paid by Donald Trump, AMI and Michael Cohen to keep quiet.
Avenatti was doing a panel in West Hollywood that included Mayor John Duran, former federal prosecutor Steve Madison and Mariana Magana Gamero, who is part of the Coalition for Human Immigration Rights of Los Angeles.
During the panel, Avenatti stood up and announced the information to the audience. He said the women claim they were paid "hush money" by AMI Entertainment, Trump and his attorney Michael Cohen. He did not reveal what they were paid to stay quiet about.
"There are three additional female clients of mine that have not been disclosed that were paid hush money prior to the 2016 election, whether it be from Michael Cohen on behalf of the president, an entity that Michael Cohen formed, or AMI," he said.

A federal judge has dismissed adult film star Stormy Daniels' defamation lawsuit against President Donald Trump.
Daniels sued Trump after he said in a tweet that her story of a man threatening her not to come forward with her story of her alleged affair with Trump was "a total con job."
Daniels argued Trump's tweet, posted April 18, "attacks the veracity of her account" of the incident and that Trump's statement was "false and defamatory, and that the tweet was defamation ... because it charged her with committing a serious crime," District Judge S. James Otero wrote in his opinion Monday.
Trump had asked Otero to dismiss the lawsuit.
"The Court agrees with Mr. Trump's argument because the tweet in question constitutes 'rhetorical hyperbole' normally associated with politics and public discourse in the United States. The First Amendment protects this type of rhetorical statement," Otero wrote.
In addition to dismissing the lawsuit, Otero ruled Trump is entitled to attorney's fees.
It's almost as if people are the problem.

It just irritates me that people are so willing to look past character as long as that person agrees with their policies. That's insane. Can you imagine if your boss was a racist, sexually harassed all the women in the office, told offensive jokes, cheated the company out of money, and you were like, "Well, the guy signs my paychecks! Whaddya gonna do?" Maybe some people can. I'm not wired that way, and I don't understand it.
The most common refrain I get from my Trump voter friends is, "Well if he'd just keep his mouth shut, everything would be fine." Umm NO. Keeping your mouth shut to hide your shitty personality doesn't make you a good person. Trump without Twitter would still be a scumbag.
My primary dislike of Clinton was not his policies. While at the time I was a raging conservative, I still had to admit that balancing the budget was a neat trick. I just hated his character. He was a liar, he was an adulterer. He was slick and cocky and came off arrogant. I guess my point is, why the hell aren't we voting on character, when that's how we judge EVERYONE else in our lives? It's how we judge who we're friends with, who we hang out with, who we hire. And yet in politics, as long as you can show a bullet point list of "these 10 things I believe in", then you're given a free pass? It's absolutely ludicrous.

I don't know why character doesn't matter. As far as I can tell, there are many people that believe he is a man of good character. How that can be, is beyond me. It's nothing if not delusional.

I have yet to come across anyone that voted for him and believes he's a man of "good character". Maybe there are people out there that think that, but I doubt it's many. I doubt ANYONE voted for him because of "good character". Even in this Age of Truthiness, that is indefensible.
Point is, EVERYBODY knows he's a shitbag, but they dismiss it or defend it because
1. His shitbagginess is necessary to drain the swamp, get the job done, lock her up, MAGA, whatever...fill in the blank. No pussyfooting around like BARACK HUSSEIN OBAMA (as the far righties like to call him when their parents let them use the internet)
2. As mentioned a bazillion times, he SEEMS to be on their team (but he's actually not, so jokes on them, HA!)
3. Can't admit they voted for someone THAT shitty, I mean, what would that say about them and their judgement?
4. DO NOT CARE. I think a big huge chunk of people are in this category. Just vote straight R no matter what...mass murderer, Trump, the Alien mama, Joe the Plumber, etc. IMO this is one of the main reasons our country is in the locked, burning, full Port-A-Potty after a Mexican food festival.
