I don't have any photo editing software other than the free Paint.net

Photoshop Elements is the stripped down version. most assuredly gimp and paint.net can handle any photo/raster editing you need to do, and for free

(and while you're at it, get Inkscape for vector image creation)

There’s a free version that does a great job (for what it is imo) and in terms of output is the best of the freebies. Try it, if you need more, then upgrade to Elements.

FYI, the 2021 version of Premier Elements (video editing) still doesn't support native GoPro files. It insists a codec that's installed needs to be installed, and I even installed a paid version of the codec. Lot's of rage out there over this, and there has been for years (it's not like GoPro or Premiere Elements are new products). Adobe just doesn't seem inclined to fix the issue.
