So based on your google search, the whiter and richer parts of Baton Rouge want to split off and form their own city. It's something that's happened a million times over the past century or so. They want to be able to take their property tax money and the like and spend it on good schools and the like without having to subsidize poorer less white parts of Baton Rouge.
