Poor. No help here.
The one thing we had an advantage of when we played Live was knowing when the Destiny Deck got reshuffled. I got no idea if it's going to help or hurt.

Scoop/Baltar does the following:
Movement: Play Preventative Policy 3
Preventative Policy - Movement: Choose 1 resource type (fuel, food, morale, or population). The next loss of this resource type during this turn is reduced by 1.
I choose to protect Food.
Action: Play Executive Order 1 on Stessier/Apollo
Executive Order - Action: Choose any other player. He may move his character and then take 1 action OR not move and take 2 actions.

Brig - You may not move, draw Crisis Cards, or add more than 1 card to skill checks. You may not move to this location with your normal movement. Action: Pass this skill check to move to any location. [Skill 7, Politics, Tactics]

If he can actually do that,
Apollo jumps in a Viper, launches into the Sector with all the Raiders (6?), and plays Maximum Firepower 3.

Don't forget...
Hangar Deck - Action: Launch yourself in a viper. You may then take 1 more action. (Must have the Piloting skill.)
You would get three total actions. You use one action to launch but get one back. Then you use one action to use Maximum Firepower. You still have two actions left.

Wrong. He has two actions if he does not move. He launches and gets one back. Where are you getting the third action?

Launching in a viper is an action of the Hanger Deck that Stessier is already in, it doesn't count as a movement. Thus launching would be 1 action. Then outside he can take a free action from launching in a viper, then after that free action is his second executive order.
To make sure, however, I checked the FAQ and there's nothing forbidding this. It seems powerful but that's why there's a limit on how many Executive Order style cards can be used in a turn.
Stessier/Apollo plays Maximum Firepower in sector 6, attacking the raiders there 4 times.
Attack 1 rolls a 6, raider destroyed.
Attack 2 rolls a 7, raider destroyed.
Attack 3 rolls a 1, missed.
Attack 4 rolls a 6, raider destroyed.
Stessier/Apollo must take his second and third action.
