Virtualization. VMserver is free(requires registration), and any modern machine should have more than enough legs to run a virtualized '98 fine. The only (somewhat) issue is that you have install '98, requiring the media. The only somewhat issue is tracking down the driver files for the virtualized sound interface, but if you need those I can spot you. I just made a '98 VM for my older gaming needs.

My first thought was Sanitarium also but I didn't guess cause I couldn't remember my player character looking like that.
