Free Graphic Design Program?

Does anyone know of a decent free graphic design program for PC? In short I want to design a boat carpet decal for my buddy as a gag, and I don't really feel like paying someone to design it or pay for a program that I'll only use once. I found a company online that will make the decal, but I have to provide the graphics to them. They accept .eps, .ai, .pdf, .psd, .png and .jpg files.

Yep, Inkscape is definitely your best option here, Scraper (and it supports saving your work as an EPS or PDF for the decal company). There are also plenty of useful tutorials to help walk you through the basics, e.g. here's a nifty Logos by Nick nautically-themed tutorial that provides an easy method to create a simple line art logo from any image:
