Diplomacy always has this weird 1984 feel to it. As Austria, you spend two or three years allied with Russia, crushing Turkey. As soon as Turkey's defeat is inevitable, you ally with Germany to take down Russia.

Confirmed: This displacement from Belgium to the English Channel is a deterministic bug in the implementation of only the "Detailed" map (regardless of symbol set) in jDip. I think I'll notify the developers.
