Any political cryptographers in the house?

I posted this in another thread but I thought I'd see if anybody could actually make heads or tails of this question. This is Question 1 on our local ballot here in Kansas City (not the bi-state Question 1, the other Question 1).
QUESTION NO.1
Should the Charter of Kansas City be amended by repealing various sections and enacting new sections to read as provided in Second Committee Substitute for Ordinance No. 040924, As Amended, to remove certain operational mandates and to permit the City Council to adopt ordinances to regulate these areas?
Needless to say, I voted against it. If I can't easily understand what the hell it is you're wanting from me ... you can't have it.

I did find some additional information on the question after the fact (didn't see the question until I was voting on it) here, but that's just a little too late, dontcha think?

My decoder ring tells me that the hidden message on your ballot is that someone is trying to pull a fast one.
