There's not really a rule, but I think most of the time people have accepted the gift and paid it forward to someone else with it on their list. Up to you though, of course.

I think forwarding is the best option as well, but unfortunately, it looks like I can't do it.

They have greyed out my accept buttons. so, thank you again formix and SIM. I very much appreciate the gifts, but I'm forced to decline them.

They removed the ability to hold gifts in your inventory a couple of years ago. If you accept, it goes straight into your library. If you decline, it issues a refund to the purchaser. The only exception is games that were purchased as gifts before the policy change (sometime in 2017.)
